2. Determine Your Funding Source

An international student can study either on a fee-paying basis or funded by the federal budget.

The cost of tuition for higher education programs at DSTU is established annually by the Rector's order.

You may be eligible for a state-funded place if:

  • You have passed the competitive selection for a state scholarship, i.e., you have received a referral from the Russian Ministry of Science and Higher Education. To do this, you must register on the website Russia.study, providing the required documents.
  • You belong to one of the categories of foreign citizens who can apply for state-funded places in accordance with Russian legislation.

3. Prepare Your Document Package

All submitted documents must be translated into Russian and, as a rule, legalized in your home country, or certified with an apostille.

Please note: when submitting a foreign education document, the applicant must provide a Certificate of Recognition of Foreign Education, except in the following cases:

  • The foreign education document complies with Part 3 of Article 107 of the Federal Law No. 273-FZ of December 29, 2012, "On Education in the Russian Federation."
  • The education document, the template of which was approved by the Cabinet of Ministers of Ukraine, if the holder of the said document is a person recognized as a citizen, or a person who permanently resided in the territory of Crimea.

4. Pass the Competitive Selection

The competitive selection is carried out in several ways, depending on your admission basis:

 
Procedure for Competitive Selection and Enrollment (Fee-Paying Basis):

  1. Undergo an express analysis of your previous education documents and receive a conclusion from the Center for Consulting and Monitoring of International Education (ULK-8, office 551), confirming the document's authenticity and containing information regarding the establishment of equivalence of your foreign education to the Russian standard.
  2. Obtain a conclusion from the Department of Registration of Foreign Citizens (ULK-8, office 509) on the legalization of your stay in the Russian Federation.
  3. Pass the entrance examinations (in the form of comprehensive testing). See the List of Entrance Tests.
  4. Pass the competitive selection.
  5. Submit the following documents to the Center for Consulting and Monitoring of International Education (ULK-8, office 551) and the Admissions Committee

    - The original document of previous education and its supplement (if applicable);
    - The original of its supplement (if required by the legislation of the country that issued the education document);
    - The original or a certified copy of the Certificate of Recognition of Foreign Education (if necessary). You can receive technical support for submitting your documents for the recognition procedure at the Center for Consulting and Monitoring of International Education (ULK-8, office 551).

  6. Sign the contract for the provision of paid educational services and pay the tuition fee in the amount and manner specified in the contract.
  7. Apply for an invitation letter for a student visa (if necessary, for applicants from countries with a visa regime for entry to the Russian Federation).
  8. Submit the following documents to the Department of Registration of Foreign Citizens (ULK-8, office 509) no later than 30 working days before the expiry of your visa/registration:

For applicants from countries with a visa regime:

  • Passport and 3 copies of all filled pages;
  • Contract for paid educational services and 2 copies;
  • Receipt of tuition fee payment and 1 copy;
  • Two 3x4 cm photographs;
  • Receipt of state duty payment - 1600 rubles;
  • Health insurance policy and its copy;
  • A letter of non-reduction of the period of stay (for applicants who transferred from other universities).

For applicants from countries with a visa-free regime:

Passport (all filled pages) and 2 copies;
Contract for paid educational services and 1 copy;
Receipt of tuition fee payment and 1 copy;
Health insurance policy and its copy;
A letter of non-reduction of the period of stay (for applicants who transferred from other universities).

Check your enrollment status with the Admissions Committee or on the DSTU website (enrollment orders can be viewed via the link).
Receive confirmation of enrollment and, if necessary, an invitation for study (for visa countries).
 
Procedure for Competitive Selection and Enrollment on a General Basis (with equal rights as Russian citizens):

  1. Undergo an express analysis of your previous education documents and receive a conclusion from the Center for Consulting and Monitoring of International Education (ULK-8, office 551), confirming the document's authenticity and containing information regarding the establishment of equivalence of your foreign education to the Russian standard.
  2. Obtain a conclusion from the Department of Registration of Foreign Citizens (ULK-8, office 509) on the legalization of your stay in the Russian Federation.
  3. Pass the entrance examinations (in the form of comprehensive testing). See the List of Entrance Tests.
  4. Pass the competitive selection.
  5. Submit the following documents to the Center for Consulting and Monitoring of International Education (ULK-8, office 551) and the Admissions Committee:

    Procedure for Competitive Selection and Enrollment within the Russian Government Quota (via referrals from the Russian Ministry of Science and Higher Education):
  1. Collect the necessary documents and register on the website Russia.study.
  2. Pass the competitive selection.
  3. Receive confirmation of your assignment to the university on the Russia.study website.
  4. Arrive at DSTU with the referral for study from the Ministry of Science and Higher Education of the Russian Federation.
  5. Complete all necessary procedures for establishing the equivalence of your foreign education and legalizing your stay in the Russian Federation.

5. Entrance Exams

  • The form and list of entrance tests for international students are established by the DSTU Admission Rules.
  • Entrance tests are conducted on the territory of the Russian Federation at DSTU.
  • Foreign citizens applying within the quota established by the Government of the Russian Federation (via referrals from the Russian Ministry of Science and Higher Education) are admitted to the university without entrance tests.
  • If a foreign citizen provides the results of the Unified State Exam (EGE) in general education subjects included in the list of entrance tests for the chosen specialty, the university will consider the EGE results as the results of the entrance tests.

    Application Deadlines:
    For state-funded Bachelor's, Specialist, and Master's programs: from June 16, 2025 to July 20, 2025
    For fee-paying Bachelor's, Specialist, and Master's programs: from June 10, 2025 to August 15, 2025
    For Postgraduate programs (Aspirantura): from June 1, 2025 to August 15, 20125

6. Apply for a Student Visa Invitation

The initiators for issuing a study invitation are:

  • The head of the structural unit where the foreign citizen plans to study (for DSTU graduate applicants);
  • The head of the structural unit accepting documents for admission to DSTU (for applicants who are graduates of other universities).
  • Technical support for the invitation procedure is provided by the Department of Registration of Foreign Citizens.

Required documents for the invitation:

  • An official memo to the Vice-Rector for International Activities from the head of the structural unit;
  • An application to the Rector from the foreign citizen / representative of the foreign citizen;
  • A copy of the passport of the invited foreign citizen with a officially certified translation of all filled pages into Russian (2 copies). The passport must be valid for at least 1 year and 6 months from the visa start date (for visa countries);
  • An expert conclusion with the results of the express analysis of the foreign education documents.
  • The processing time for the invitation is at least 20 working days from the date the documents are submitted to the Migration Department of the Main Directorate of the Ministry of Internal Affairs for Rostov-on-Don.

List of Required Documents

check before arrival

  1. Passport (original and 2 copies of all filled pages) with a notarized translation into Russian. The passport must be valid for at least 1 year and 6 months from the visa start date (for applicants from visa countries).
  2. Migration card (purpose of entry must be marked as "study"/учеба) and 2 copies.
  3. Detachable part of the notification form confirming the arrival of a foreign citizen at their place of stay (registration).
  4. The original of a state-issued education document (or a notarized copy), OR the original of a foreign education document confirming a level of education and/or qualification recognized under Article 107, Part 3 of Federal Law No. 273-FZ (or a notarized copy), along with its academic transcript/supplement (if such a supplement is provided for by the legislation of the country that issued the educational document).
  5. Certificate of Recognition of the foreign education document, in cases stipulated by the legislation of the Russian Federation.
  6. Conclusion with the results of the express-analysis of previous education documents (in cases provided for by DSTU's local regulations).
  7. A notarized translation into Russian of the foreign education document and its academic transcript/supplement (if such a supplement is provided for by the legislation of the country that issued the educational document).
  8. Copies of documents or other proof confirming status as a compatriot living abroad.
  9. Photographs (4 pieces, 3x4 cm size).
