SPECIALISTS FROM RUSSIA, POLAND, ITALY AND KAZAKHSTAN DISCUSSED DEVELOPMENT POSSIBILITIES OF COAL-MINING REGIONS
Roundtable discussions on "Strategic development and diversification of monotowns economy " and "Sustainable development of Monotowns: economic, social and environmental aspects" were held on February, 22, 2019 in DSTU.
Head of the Commission for Regional Development and Local Self-Administration Leonid Shafirov, political scientist Jens Siegert became the moderators.  The participants of the round tables discussed factors and aspects that can impact monotowns sustainable economic development.

The head of the investment and innovation Department of the Rostov region Valeriy Korolev, speaking about the problems of monotowns investment development, noted that it is necessary to develop infrastructure to attract investment.

– For attraction potential investors and specialists it is necessary to form corresponding territories of technology parks in monotowns, to open branches of technical universities and to support and create joint technology centers with foreign companies in the monotowns territory, - said Valeriy Korolev.
Senior Research Fellow at the Centre for Economic Modelling at the Russian Presidential Academy of National Economy and Public Administration Tatyana Lanshina (Moscow) identified the question: "Is the concept of sustainable development applicable in monotowns of coal-mining areas?" And immediately answered:

– If a monotown maintains the same priorities, such as economic growth, the restoration of old enterprises and so on, it will be characterized rather by inertial development. In this case, a monotown will be a monotown. But there will be no sustainable development. It is clear that there will be some improvements in social security and education. And if the city moves to sustainable development, implying the emergence in the municipality of new economy sectors, new opportunities, small and medium-sized businesses, innovation, environmental care, then it will cease to be a monotown.

Eugenia Pesci, expert on monotowns of the University of Bologna (Italy), raised the topic "Corporate social responsibility in Russian monotowns: Soviet paternalism or potential for socio-economic development?". She explained how business in cooperation with the authorities and municipality residents can positively affect the economic situation in monotowns.

Deputy Director for Environmental Engineering, Central Mining Institute, (Poland) Jan Bondaruk and academician of the International Academy of Informatization of the Republic of Kazakhstan, Director of the European Social Fund Gaini Mukhanova shared their experience in the development of coal-mining monotowns of Siesia and Kazakhstan.

Deputy Minister of economic development of the Rostov region Roman Shekhovtsov spoke about measures to ensure the accelerated socio-economic development of monotowns in Rostov region. He noted that the regional government has developed a program aimed at increasing the investment attractiveness of monotowns.

DSTU representatives - Vice-rector for International Affairs Svetlana Shvedova and Head of Department "Organization of transport and traffic" Vladimir Zyryanov, told about the role of DSTU in creation of the agglomeration "Golden ring", as well as problems of transport services for small and medium-sized cities. Associate professors of the Department "General and Consulting Psychology" Galina Zvezdina and Marina Elagina highlighted issues of monotowns citizens psychological comfort.
Also the round table discussions were attended by practitioners. Head of rural settlement Mezmaiskoe administration Alexey Nikolaev told about the development of the territory, its focus on tourism activities.

The round tables were held within the framework of the international conference "Diversification of the Economy of Monotowns on the Example of Coal Mining Regions".
